Health Issues and Public Policy - The European Perspective

Globalization of trade and the shrinking of the world due to increased travel, the multinational nature of many companies, and increased speed of communication have created the need for today’s veterinarians to be especially aware of animal and public health issues worldwide. Because of the proportionally high impact of societal and health perceptions and practices within the European Union, exposure and training within this environment will be an especially significant educational opportunity.

This program will help students understand major contemporary animal and public health issues and develop an appreciation for the ways in which public opinion and the cultural environment influence the response of government and the health care community to the causes of these health concerns. International import and export, antimicrobial food safety, antimicrobial resistance, bovine spongiform encephalopathy, the controversy surrounding genetically modified organisms, classical swine fever, an orientation to European veterinary education, and an exposure to opportunities for later educational or graduate experiences in Northern Europe are discussion topics that will be utilized to provide this perspective.

At the end of the program, students will:

  • Have an appreciation for development of public policy as a result of value systems other than scientific findings
  •  Be able to state the impact of international conditions upon their perceived future as a veterinarian
  • Understand the development and structure of the European Union, be able to state the significance of European Union policies on animal health and productivity, animal product markets, and governmental policies worldwide.
  • Be able to state the significant changes regarding food safety and animal health policy of current consideration within the European Union

Tentative Itinerary

  • Brussels, Belgium – meet with USDA APHIS IS and multinational corporate executives, learn about risk analysis, trade agreements, and animal health in international trade.
  • Amsterdam/Wageningen – learn about changes in the EU, food safety, vaccination for list A diseases
  • Lelystad – Tour of labs, virology research, discussions regarding EC approved biologics company, local history
  • Emden-Dike – Tour of lands reclaimed from the sea
  • Deventer – Diagnostic labs
  • Utrecht Veterinary school, internship possibilities
  • Zoetermeer – Policy influence by producer groups
  • den Haag – Animal health regulations, national animal disease prevention programs
  • Hannover – Veterinary school/internship possibilities, discussion of BSE, comparative physiology, feral animal health protection, zoo, Ruthe demonstration farm, animal welfare issues, pet population welfare issues
  • Munich - Veterinary science facility, zoo and wildlife, tours
  • Cuxhaven – Sea fish health monitoring and commercial fish processing
